The New Orleans Neighborhood Development Collaborative is a non-profit community organizing, community planning and development organization, focused on revitalizing the Central City neighborhood. For the last ten years NONDC has concentrated on increasing the production of quality affordable housing and asset-building for low-income families through homeownership.

Before Hurricane Katrina, NONDC partnered with the National Vacant Properties Campaign and proposed changes to the City’s code enforcement, tax-adjudicated and blighted process to more efficiently return properties to commerce. Since Katrina, the City has implemented many of these recommendations. NONDC has expanded this policy advisory role into policy briefings for the City Council around best practices nationally.

NONDC, LLC through its Renaissance One initiative is dedicated to increasing the number of homeownership opportunities throughout Central City. To date, NONDC, LLC has been a partner in the transformation of at least 25 vacant and decaying properties into quality affordable housing accessible to existing residents of Central City. Of the 25 new single family homes, NONDC, LLC is directly responsible for the development of seven units.

NONDC, LLC is doing additional development through the Renewal Housing Partnership (RHP). RHP, a collaboration of non-profit developers in Central City (including Reconcile N.O., Urban Impact, NDF/AND and Habitat), was convened by NONDC to apply for properties from the City’s tax-adjudicated process. Fifty-three properties were allocated to RHP of which NONDC will be directly developing houses on 14 lots and partner developing with First Evangelist HCDC on 8 lots. We are currently in the process of clearing title for these properties and hope to have them developed by early 2008. Honoring the vision of a mixed-income neighborhood, the aforementioned partners have committed to developing for sale homes affordable to an income range from 30% AMI to 120% AMI. Within the partnership, NDF will provide homebuyer training, Urban Impact will provide volunteers and Reconcile N.O. will provide volunteer construction labor and panelized houses built by Building Better Communities / Crossroads. NONDC will be working closely with other partners to insure timely development of all 53 properties.

NONDC also has a partnership with Weed and Seed and Neighborhood Development Foundation’s home buyer training program to implement an employer-assisted housing effort. Programs are proposed with Harrah’s Casino, Louisiana Restaurant Association, Tulane University, Touro Hospital and the N.O. Police Foundation.
